The goal of the HR department is to contribute to the achievement of the goals of the OIMU by providing qualified personnel and creating an effective system for using the potential of the OIMU employees.

Recruitment is carried out with the help of specially developed strategies: submission of information about vacancies to the media and employment services, the application of selection methods, procedures for the adaptation of specialists and subsequent advanced training.

In order to implement the Mission of the OIMU, the main tasks of the personnel department are:
– Organization of ensuring the staffing of the structural divisions of the OIMU;
– Ensuring control over the implementation in the OIMU of the requirements of the legislation of the Kyrgyz Republic regulating the work with personnel;
– Ensuring the protection of personal data of OIMU employees;
– Study and analysis of the state of labor discipline in the OIMU, development and practical.

Implementation of comprehensive measures aimed at the prevention and prevention of disciplinary offenses, increasing the personal responsibility of the employees of the local government for the assigned area of work, compliance with internal regulations, conscientious performance of official duties;

– Ensuring the replacement of positions of the teaching staff on a competitive basis and elections;
– The work of the HR department is organized on the basis of planning, a combination of unity of command in resolving issues of performance and collegiality in their discussion, personal responsibility of each employee for the state of affairs in the assigned area and the implementation of individual instructions.

On personnel issues, the personnel department constantly interacts with all structural divisions of the OIMU.
